Abstract
Using the principle of virtual work, we consider the force action of static electric and magnetic fields localized in a uniformly moving ellipsoidal layer on the point charge that moves synchronously with it outside the layer. It is shown that in order to avoid violating the principle of energy conservation, a static magnetic field must have negative energy.
Keywords: magnetostatic layer energy, principe of virtual work, ellipsoidal layer
